I've looked at a couple of Palm outliners with a 
view to moving stuff to/from OO. BrainForest has 
an AppleScriptable Macintosh application, which 
makes it a fairly good candidate for integrating 
with OO: I hacked together a script to export the 
contents of a BrainForest tree in OPML. The 
script is mostly done, and I suppose it wouldn't 
be that much harder to write the inverse script 
(using the XMLTools OSAX, probably), and then you 
could round-trip BrainForest-OO.

Another to look at is Progect 
<http://sourceforge.net/projects/progect/>, which 
is an open-source Palm outliner, with some rough 
edges but surprisingly complete and useful for 
something in early development. There's a Perl 
module available for reading and writing Progect 
databases, and I used this to build a quick and 
dirty script to convert Progect to OPML. The 
script is crude and unfinished, but does some of 
what's needed. Again, I haven't implemented the 
reverse direction.

In summary, if you're prepared to tolerate 
somewhat crude solutions, both Progect and 
BrainForest look like possible candidates. 
Seamless, no-fuss two-way conversion doesn't seem 
to be here just yet though.
