I have some AppleScripts that provide very basic integration of 
ShadowPlan and OO (see my sig for links).  Because of limitations in 
Shadow desktop support for Mac (e.g., no conduit, buggy date 
translation), my scripts don't handle tags and only support one-way 
(Shadow --> OO)  translation of dates.

I know the OmniGroup has had some discussions with Jeff Mitchell, 
ShadowPlan's developer, on OO support for reading and writing 
ShadowPlan files.  Jeff is also working on new desktop support that 
should run on the Mac.  Finally, OO3 is supposed to have improved 
support for import and export of data---so even if OmniGroup doesn't 
support Shadow out of the box, we should be able to cook up something 
that works.

 From my perspective the two biggest issues in Shadow–OO integration are 
currently the lack of a Mac conduit for ShadowPlan and some weaknesses 
in the scripting interface for OO, particularly regarding processing 
.ooutline files with scripts.
