Richard, sorry for the delayed response.

Inline notes are one of the things that have been added in Outliner 3. 
Unfortunately cloning is not going to be in 3.0.

We're not quite ready to talk about the full feature list of Outliner 
3. Mainly we don't want to describe features that may not make it into 
3.0.
