   Currently this is something that you'd either need to do outside 
OmniOutliner.  But, you can probably use AppleScript to make this work 
pretty much the same as it would were OO doing it internally.  We 
already have bugs logged for the future to support more plugin 
mechanisms in OO, but if you have specific needs, please send a feature 
request to omnioutliner at omnigroup.com.  And, of course, if you have a 
question about OO3's AppleScript support in working on this, let us 
know here so we can try to help.
