Headers and footers in new public beta version

According to the help function, I can access header and footer options 
by selecting file, then page set-up, and in the settings pop-up menu, 
selecting Omni Outliner.

Up to this point everything works fine.

However, when you select Omni Outliner, there is no "Headers & Footers 
tab" as described in the Help instructions.

Instead, you get a choice of three settings; General, Margins and 
Columns.

You have the ability to choose the spacing of headers and footers under 
the margins tab, but not the ability to create them.

What am I doing wrong?
