OO3: Outlines around selected rows

I like the outlines around sections so much, I want to use them for my
finished work. Is there a way to create an outline around a section all
the time, not just when selected? I'm assuming if you wanted them off,
then I can have them on everywhere :)

I like having them. That being said, having the ability to turn them off
or tweak their width/color wouldn't be a bad thing.
