[OO3] Adding a top-level parent

How does one easily add a top-level parent to an existing OO document?
During my structuring work, this is something I really often need.
Currently, I'm doing the following:

1. Insert a new top-level row.

2. Since I cannot create a new row before all existing rows in the
document, I need to move it explicitly to the top of the document.

3. Select all rows except for the first one. Btw., is there a way to do
this quickly without using the mouse as in select all, Cmd-click first
row? The keyboard command Shift-End (for selecting from current position
to end of document) does not seem to be available.

4. Indent.

...which is quite some steps. Is there an easier way, or is the answer
"AppleScript"?
