Best place for OOPro 3 prefs scripts?

I would love to be able to put all of my OO Pro 3 prefs, licenses, and 
scripts in either my System/Library folder OR my User/Library folder. 
But not both if possible. Is there an optimal place for these library 
files for the single-user? Thanks!
