Depends on what you are looking for. Look on ftp.cs.orst.edu  
/software/next/binaries/sound or /software/next/source/sound. There is a binary for  
GISO which is a NeXT front end for the sox utility. It translates from various sound  
formats to .snd and plays the result. It does a few other things, but it is not a  
full fledged sound editor. I think there are some editors there also.
