As someone else pointed out, centering <H1> _is_ html. See the
discussion of headers in the HTML+ documents, for instance:

It doesn't really matter much though, since everyone else puts <H1>
left aligned. So in OmniWeb 1.0 <H1> is left aligned, but we now
support the NetScape extension <CENTER>, so those people who did
want to make pages with their headers centered can still do so (like
me, for instance).
