underline sticking after </h2> tag?

I discovered this problem in one of our pages (using 1.0PR1.1
and 1.0PR1, did not happen under 0.9.3). The two paragraphs
after the <h2> header are rendered as underlined text. The
underline stops when the <ul> is opened. Here is the HTML code
that triggers that behavior:
