OmniWeb and HTML comments

No, we're not.  We're correctly parsing comments, just like NetScape, but  
unlike Mosaic.  --> ends a commend, not >.  If > ended a comment, you  
couldn't comment out HTML.

NetScape, however, has a cute fix whereby if they discover you've started a  
comment and never finish it, they'll go back and look for the first > and  
make that end the comment.

We may incorporate this hack into a future OmniWeb.  But, in the meantime,  
let people know that neither SGML or HTML comments end with >.
