mulitple opens

PR1.2 (NS3.0) is still sometimes opening files multiple times after a  
download. So far, I've only noticed it with images retrieved using FTP. For  
example, try downloading images from
	http://src.doc.ic.ac.uk/computing/information-systems/WWW/tools/transla 
tors/latex2html/icons/
and
	ftp://src.doc.ic.ac.uk/computing/information-systems/WWW/tools/translat 
ors/latex2html/icons/
(same host/path for both protocols).

I believe it isn't just images, but they're the easiest to test.

(In case this is relvant: I use a caching proxy for http, but not for ftp.)
