Why can't fragment identifiers be used in bookmarks?

Many times I run across several cool things on one page and I want to record the
*entire* URL in the bookmarks, including the trailing "#What I really want" part of
the URL, the fragment identifier. Why don't the bookmarks just plain record the
entire URL?
