Why does OmniWeb tell me there are too many users?

Sometimes when I run OmniWeb 1.0 it tells me there are too many users  
on my network and won't let me use it. I'm using the free version.  
I'm guessing that it somehow asks if there are other copies running.  
I know they are not running on my machine, so it must be detecting  
other copies on the network. So I have a couple of questions.
1. How does it do this?
2. How much of the network is it looking at? I have no control over  
other machines that may be connected at my facility (I don't even  
know who they all are), so I would like to limit the query to  
machines in my Branch.
3. Is there a way out of this problem other than buying a license?
