HELP! "Too many users using Omniweb" message

Around here, the general idea is that you don't spend money on additional  
licenses unless you can demonstrate that the existing licenses aren't
being used up unwisely - for example, by people forgetting to exit the
app when they are done with it.  I don't know about you, but I see this 

happen all the time.  8-)
