If one checks the archives of NeXT-related newsgroups at
StepWise, say for example:

http://www.stepwise.com/NEXTSTEP_Usenet/newsgroups/announce/current/index.html

you'll see they were created by mail2html.  That page includes
a link to:

http://www.oac.uci.edu/indiv/ehood/mail2html.doc.html

which describes mail2html.  Among other things, it mentions that
mail2html is now superceded by something called MHonArc.  Info on
that is at:

 What is MHonArc?
 ----------------
     MHonArc is the successor of mail2html, a Perl mail-to-HTML
     converter. MHonArc works in a very simliar manner as mail2html
     (HTML mail archiving with index, mail thread linking, etc),
     but with much more capabilities including full support for
     MIME, as defined in  RFC 1521 , and powerful user customization
     features.  It can be run on both MS-DOS and Unix.
