Multiple Users/Locking Files

Having read the ongoing discussion regarding the new features of OO3, I
feel like my query/request is very prosaic but fundamental.
OO2 apparently does not lock a file when a user opens it. Therefore a
second user can open a file that is already open before the first user
has saved any changes he or she might have made; and if and when the
second user saves his changes, the changes made by the first user will
be overwritten. We found that out the hard way when one of our users
spent an entire day working on a file which a second user had opened
early in the morning, left open all day, and then saved and closed the
file at the end of the day overwriting all the changes and work the
first user had input.
Shared files which lock when one user opens them has been a networking
feature built into the operating system for many years (including OS
4.x and forward) and merely needs to be accessed by the application
program to give users protection from this sort of situation.
I'm hoping that OO3 does include this basic security feature. What's
the case, James?
