Yes, I was thinking about this -- even if a shortcut is mnemonic it's
only so for one language.... and if it's purely positional (I'm
thinking of the strange-at-first cmd-shift-d and cmd-shift-f in
Quark, which are for Character Formatting and Paragraph Formatting)
it can still break down for different keyboard layouts. So having
them be customizable makes a lot of sense.
