Currently columns apply to the whole document.  My sense is that this 
choice is deeply rooted in the design of the program and would be 
difficult to change.  For instance, how would the display be rendered 
if the currently visible part of the outline had two different sets of 
column titles?  Someone from Omni Group could confirm or refute this.

OO3 does support per row choice of numbering.  See the row inspector.  
I'm using it to good effect in a couple of documents. Note that if you 
want to format different sections of an outline differently, you may 
want to turn off Format->Automatic Level Styles.
