That is an interesting question. While I couldn't speak for Omni, it looks like their current
development path does not include embedded structural elements. In other words, there is a single,
global 2D grid structure defined by hierarchically arranged rows, and a uniform series of columns.
Providing for embedded structures seems like a big step for OmniOutliner. The big structural advance
in OO3 is the expansion of content type for all cells on the grid to a range of multi-media types and
links to external content. Of course, you could link to a second document which contains your table.

This question is easy. Yes, you can number sections differently with tremendous flexibility. Just try
it using the row inspector. Use the styles section of the utilities drawer to select a level or range
of levels, or just manually select a section and apply a numbering scheme. Now select a different set
of rows and apply another one.
