Help With Images

Can anyone give me some suggestions re the manipulation of images that I want  
to server over the web.  I have available Omni Image 3.0.1, Image Viewer 0.9i,  
Icon Builder, the pbmplus apps and Paintshop Pro running under SoftPC.  My  
problem is that the images as I have them (Color) take up the entire screen  
when displayed by anything other than Image Viewer and are quite large, from  
one to eight megabytes -- to large to serve as inline images, and perhaps even  
as requested images.  I want to reduce their size, both as displayed and  
stored.  Any suggestions as to how that might be done will be appreciated.
