The simple answer to this question would seem to be: Use the menu,
Browser->Reload, or Cmd-u. However, I have noticed some odd behavior
in this regard, myself. I regularly run OmniWeb by proxy over a
phone line. If I have the phone connnection up and running, so that
my copy of OmniWeb has access to an http server, then everything
works fine. Things don't work so fine if I start up Omniweb without
making the phone call. In that case, if I double click on a .html
file on my standalone machine, it comes up in Omniweb, but if I make
some changes in the html source and then try reload the changed file,
it's no good. The changes don't show up. I have to kill and restart
OmniWeb to see my changes.
