references with spaces don't work

I'm using 1.0, PR2, and while this reference works:

<LI><A HREF="#Introduction">1. Introduction</A>

this one doesn't:

<LI><A HREF="#Data Representation">2. Data Representation</A>

My theory is that somehow it's the space that's doing it.  There are 13  
such references, four with no spaces and nine with.  The four work, the  
nine don't.

It all works fine on Netscape.
