URL encoding in bookmarks

There seems to be a problem with saving as a bookmark a URL containing & (and  
presumably any other character that has a special encoding): the & is  
translated into & even when the & is separating paramters in queries.
eg. if you enter a bookmark
	http://foo.com/cgi-bin/login?name=me&passwd=abc
save and reopen the bookmark browser, you get
	http://foo.com/cgi-bin/login?name=me&passwd=abc
