Proxy problems

Well, with the help of Joe Pasqua and Armin Retzko, I was finally able to  
reproduce the proxy resubmit problems.  It turns out that it happened  
whenever your proxy server matched your "local servers" entries.  (The  
workaround for 1.0PR2 is to make sure that isn't the case: specify your  
proxy without the full domain if you can, or remove your local servers  
entries.)

This bug is fixed in the next release.

(By the way, the problem was in the CERN library, so any other clients  
based on that library will encounter the same difficulty until it's fixed  
there.  Hopefully that will be soon.)
