ftp cannot open passive connection

I apologize if this is a FAQ. I just joined this list.

I am trying to setup a home page to distribute e-prints via  
anonymous ftp. Everything works fine if I try to retrieve files from  
Mosaic on a Sun. But if I try to use OmniWeb on a NeXT, I get the  
message:

Request failed

Can't Access Document  
ftp://ftp.math.utah.edu/u/ma/milicic/math/chapter_1.dvi.gz

Reason: FTP-server replies Can't open passive connection:  
Permission denied.

Is there a way to fix this?
