Installation problems

Ever since I reinstalled NeXTStep on a new harddisk, I've been having
defaults problems and funny ehaviour from OmniWeb. Where does it expect to
be installed? I have it in /LocalApps, but everytime I reboot the machine,
it's gone from the Dock! Only a "?" left. What's happened?
