URL problem?

Why is it that certain scripts draw dud URL's in Omniweb? Like this:

At http://inktomi.berkeley.edu/query.html search for "information 
archiecture". One of the answers will be:

#3: Score: 1000:  Architecture and Information  

) ) ) ) ) ) ) ) ) ) 
Relevant words: information[100] architecture[100] 
http://www.phantom.com:80/~newt/arch.html

but when you click the link, this error comes up:

Can't Access Document http://exvox.phantom.com~newt/arch.html
Reason: Can't locate remote host exvox.phantom.com~newt

The odd thing is that the source:

looks good.
