How can I insert a new item before the current item?

Hi,

quite often I want to insert a new item before the current item. But I 
can't find a command to do that. I know I can go to the previous item 
and just hit return but this does not work for the first item in the 
outline.

Is there something I have overlooked or does this feature not exist?
